Commissioning is a process of documentation, adjustment, testing, verification and training performed specifically to ensure that the finished systems operate in accordance with the Owner’s documented project requirements and the construction documents.  As a result, the Commissioning Authority is involved in the design, construction, and initial occupancy of the facility.

  • Fundamental and Enhanced Commissioning per USGBC LEED requirements

Commissioning serves as a resource for not only the owner but the design team, contractors, and the building operators. ENVI Engineering works towards the Owner’s Project Requirements, budgets and Client’s specific needs to ensure the building is energy efficient and operating at its best upon delivery and occupation.

Pre-Design/Programming Phase:
– Develop Owner’s Project Requirement (OPR) document
– Develop a Commissioning Plan

Design Phase
– Develop Commissioning Specifications
– Conduct Commissioning Design Reviews of Drawings and Specifications

Construction Phase
– Conduct a Pre-Construction Commissioning Meeting
– Conduct Submittal Reviews
– Create Pre-functional Checklists for the mechanical, electrical, plumbing, and controls subcontractors

– Submit and Maintain a Commissioning Issues Log

The sustainable building movement is expanding and evolving into building code requirements. Soon enough, the commissioning process will be viewed as a standard part of building design and construction.

  • The 2015 International Energy Conservation Code – Commercial Provisions & ASHRAE 90.1-2013 became mandatory by Texas state law effective November 1, 2016.
  • The 2015 City of Houston Commercial Energy Conservation Code Amendments were adopted by City Council on November 9, 2016 and became effective December 9, 2016.

Plans and permit applications submitted after the effective dates are required to be compliant with the new and amended codes.
